This paper examines how fossil fuel booms and busts shape U.S. state public finance. I estimate short-, medium-, and long-run effects of energy shocks from 1953–2022. Results show governments cut taxes and expand spending during booms, with adjustments persisting long after revenues decline.

This paper examines how fiscal policies in fossil-fuel-rich states influence migration decisions. Using a survey experiment across the oil-rich U.S. states, we study both out-migration and in-migration responses to tax increases and spending cuts during revenue declines. The findings shed light on how fiscal trade-offs affect mobility amid the ongoing green-energy transition.
